In hindsight, the first sign of incursion began with the explosion in the lower basements of One Police Plaza where the evidence storage was located. It was initially ruled an accident and attributed to aging electrical systems.

A month after the explosion at One Police Plaza, a power plant was attacked by unknown assailants. Plant security were all dead and the crime scene damaged beyond recognition by the time police arrived. The next month saw three more power plants in the same region hit, each with similar MO. Within four months, over 50 major power plants serving the largest metropolitan areas across the entire Earth were heavily damaged or destroyed, leading to rolling blackouts in many cities. Scattered evidence points to only three individuals were responsible for the incidents.

The resulting blackout caused a sharp increase in crime rate and forced major mobilization of police on peacekeeping duty. This led to a string of attacks and break-ins on corporate offices and universities near cities most heavily affected by the blackouts. Police investigations quickly linked the break-ins to the attacks on power plants and identified.

Although the police investigation were conducted under utmost secrecy by the order of Ministry 12, the involvement of BASTION detectives and SWAT teams at various crime scenes suggest that Warriors of Light or a similar organization is somehow involved.

For this reason, many large corporations and government entities begin to implement security checkpoints and armed patrols as they quietly worked with local police to raise alarm at the first sign of terrorists.
